How Google Tag Manager Works
Instead of pasting tracking codes directly into your website, you install one GTM container code. Inside that container, you configure "tags" (the tracking codes), "triggers" (when they should fire), and "variables" (data they should capture). Everything is managed through GTM's web interface.
Need to add a Facebook Pixel? Add it in GTM. Need to track button clicks? Configure it in GTM. Need to remove an old tracking code? Delete it in GTM. No website code changes needed for any of these tasks.

This is significantly safer than editing tracking codes directly in your website files, where a mistake can break analytics or worse.
