History. Boulder was founded in late 1858 during the Colorado Gold Rush by prospectors led by Thomas Aikins, beginning as a mining-supply community. The town incorporated on November 4, 1871, as its economy improved on the strength of nearby silver and gold mines. The University of Colorado was established in 1861, and Old Main opened its doors to the first students in 1877. Pearl Street evolved from a dirt road with boardwalk sidewalks into a flagstone-lined corridor in the 1880s, and was closed to cars as a pedestrian mall in 1977. Boulder's 1959 'Blue Line' barred city water service above a set elevation, and a 1976 growth ordinance capped residential growth, shaping the city's contained footprint.
Local economy. The University of Colorado Boulder is the largest employer with about 6,200 workers and roughly 30,000 undergraduates. Ball Corporation employs around 4,800 people locally. Federal science drives the economy through the National Center for Atmospheric Research (NCAR, ~1,187 employees) and NOAA (~870), alongside NIST, JILA, and LASP.
