History. Settled in 1837 around a sawmill for lumber processing; named Barnettsville in 1855, then Sand Beach, and finally Harbor Beach in 1899 because the earlier name gave the impression the area had nothing but sand. Incorporated as a city in 1910. In 1872 the natural cove at Sand Beach, about 60 miles north of the mouth of the St. Clair River, was chosen from several candidate sites as the location of a federal Government Harbor of Refuge. Before it existed, a laker caught by a storm crossing Saginaw Bay had no shelter nearer than the St. Clair River, roughly 80 miles away. The U.S. Army Corps of Engineers built the breakwaters between 1873 and 1885: three sections totaling nearly 7,900 feet, a 600-foot entrance gap, and a basin dredged to 23 feet, at a cost of $975,000. The harbor was completed in 1883, enclosing roughly a one-mile by three-mile harbor with about 650 acres of anchorage. A skeletal iron tower lit the east entrance beginning in 1877, but keepers reported it shook dangerously in storms, so the present cast-iron-plated brick lighthouse was built in 1885. Captain Loren Trescott served as the first keeper for 34 years, starting in 1878. Between 1877 and 1899, 47,460 vessels took shelter in the Sand Beach Harbor of Refuge. Frank Murphy was born here in 1890 and went on to be Mayor of Detroit, Governor-General and High Commissioner of the Philippines, Governor of Michigan, U.S. Attorney General, and Associate Justice of the Supreme Court. The Huron Milling Company started a hospital in 1920 to serve its employees and the community; Hercules Powder Company purchased Huron Milling in December 1956. The Corps replaced the deteriorating timber breakwaters with concrete superstructure in phases from 1904 to 1917, with major rehabilitation again in the late 1960s-70s and the 1980s. The Navigation Structures at Harbor Beach Harbor were listed on the National Register of Historic Places on September 11, 1997.

Local economy. Founded on lumber, with a sawmill in 1837, then grain milling; the Huron Milling Company was the anchor employer before Hercules Powder Company bought it in December 1956. The Huron County Economic Development Corporation names Dow AgroSciences and Sensient Flavors as the two major manufacturing plants anchoring the local economy today. Harbor Beach Community Hospital, a rural Critical Access Hospital founded in 1920, remains a significant employer. Second-largest city in Huron County and the largest on the Thumb's sunrise side, drawing daily commuters in to work. The Harbor Beach Municipal Marina at the north end offers transient boater services; sport and charter fishing on Lake Huron are ongoing economic activity. A former DTE coal-fired power plant at 755 N. Huron Ave. has been decommissioned, and the EDC is planning redevelopment of the site.

Culture and community. 'Music on the Beach' runs Friday nights from mid-June through mid-August at Judge James H. Lincoln Memorial Park. The annual Harbor Beach Maritime Festival is described by the chamber as a weekend of water sports, live entertainment and family activities. A summer Farmers Market operates Fridays at the Frank Murphy Museum. Chamber-sponsored events include Souper Saturday, the Harvest Festival, the Harvest Fine Artist Show, and citywide garage sales. Other annual traditions include a Biyakathon and a Truck Convoy with truck show and lighted parade. The Harbor Beach Pirates won MHSAA Division 8 state football championships in 2012 and 2025.

What makes Harbor Beach distinct. The town rebranded itself: in 1899 Sand Beach became Harbor Beach specifically because the old name left the impression the area had nothing but sand. Before the war he worked Chicago nightclubs as a master of ceremonies under the stage name 'Lou Reynolds.' 47,460 ships sheltered in the harbor in just 22 years (1877-1899), an average of well over 2,000 vessels a year. The original 1877 skeletal tower shook so badly in storms that keeper complaints got it replaced with a permanent structure within eight years. The lighthouse has run on solar power since 2006 and is operated remotely by the Coast Guard from Saginaw -- even though the City of Harbor Beach owns the building. At the 2020 census the city's 1,604 residents were classified 100% rural, with a median age of 47.1 years. The 1885 harbor project cost $975,000, an enormous federal outlay for a Lake Huron refuge in that era.
