History. Livingston County was established March 24, 1836, and the first post office opened in January 1836 at the Eagle Tavern under postmaster Flavius J. B. Crane. Originally called Livingston Center, Howell was formally organized on March 14, 1863. The Historic Howell Opera House downtown served as a station on the Underground Railroad for freedom seekers heading to Canada. Abraham Losford, who fled slavery in Kentucky, became the first Black resident and ran a downtown barber shop until his death in 1897. George Jewett, born in Howell in 1870, was the first Black player in the Big Ten Conference and later the first Black coach at Howell High School. From 1971 to 1979 white supremacist Robert E. Miles served as Michigan Klan Grand Dragon and held gatherings on a farm about 12 miles north in Cohoctah Township, cementing a reputation the city has since worked to reject. After a 1988 cross burning, residents founded the Livingston Diversity Council; a 1994 KKK courthouse rally was met by heavy police protection and a symbolic community "cleansing" of the sidewalks the next day.
