History. The city was the direct product of the Muskegon Improvement Company, a syndicate of businessmen formed in 1890 to develop a factory district south of Muskegon. The land was platted into lots with 110 acres reserved for factory sites and 10 acres for parks; the first lot sale, on May 12, 1890, moved 2,800 lots at $130 each. Muskegon Heights was incorporated on January 2, 1891. By 1892 it had about 1,300 residents and a factory payroll of roughly $20,000 per month. Population peaked at 19,552 in 1960 and has since declined roughly 49% amid deindustrialization, falling to 9,917 at the 2020 census.

Local economy. Founded and built as a planned industrial suburb, its economy rested on foundries and factories in the greater Muskegon manufacturing belt during the sawmill and metals eras. The surrounding Muskegon area was a national foundry center, home to giants such as the Campbell, Wyant and Cannon (CWC) camshaft foundry and Continental Motors, whose decline reshaped the Heights. Loss of manufacturing jobs through the late 20th century drove sustained population and revenue decline. The 2000 census recorded a median household income of $21,778 with about 29.6% of residents below the poverty line, reflecting the post-industrial economy.

Culture and community. Muskegon Heights High School, home of the Tigers, is one of Michigan's storied basketball programs, with six MHSAA state championships (1954, 1956, 1957, 1974, 1978 and 1979). The back-to-back Class A title teams of 1956 and 1957 are regarded as among the finest prep squads in Michigan history. The city has a predominantly African American community identity, roughly 73% Black at the 2020 census, with a deep tradition in basketball. Basketball star DeShaun Thrower was named Michigan's Mr. Basketball in 2014 out of Muskegon Heights.

What makes Muskegon Heights distinct. In 2012, facing a roughly $12 million deficit and unable to make payroll, Muskegon Heights became the first school district in Michigan, and reportedly the first in the nation, to convert its entire public school system to a charter operated by a for-profit company (Mosaica) under a state emergency manager. The city literally began as a real-estate promotion: 2,800 lots sold in a single 1890 land sale created the town before it was incorporated. Basketball alumnus Ed Burton was a two-time high school All-American who left Michigan State early to play for the Harlem Globetrotters, later suiting up for the New York Knicks and Atlanta Hawks. M.C. Burton, from the 1954 title team, became the first Big Ten player to lead the league in both scoring and rebounding, doing so at the University of Michigan in 1959.
