History. Founded in 1798 by Ephraim Quinby and named for surveyor Moses Warren of the Connecticut Land Company. Became the seat of Trumbull County in 1801, serving as an early administrative center of the Connecticut Western Reserve. Brothers James Ward Packard and William Doud Packard founded the Packard Electric Company and the Packard Motor Car Company in Warren in the 1890s. More than 400 Packard automobiles were built in Warren from 1899 until 1903, when auto production moved to Detroit. Warren is credited as the first U.S. city to have electric street lighting, provided by Packard Electric. Construction of the current Trumbull County Courthouse began in 1895.

Local economy. Historically dominated by Packard Electric, which became part of General Motors (Delco/Packard Electric, later Delphi) and long employed thousands in the area. Steel was a major industry: Trumbull Steel became part of Republic Steel in 1928 and operated in the area until 2012. The nearby GM Lordstown Assembly complex made the Warren region a center of automobile manufacturing for decades. Current major employers include St. Joseph Warren Hospital, Thomas Steel Strip, and the Tribune Chronicle newspaper. Kimberly-Clark announced a new facility for the Warren area in 2024.

Culture and community. Rock musician Dave Grohl (Nirvana, Foo Fighters) grew up in Warren, and the city celebrates him with the David Grohl Alley public-art installation, dedicated in 2009. Warren holds a Guinness World Record for the world's largest drumsticks, a roughly 900-pound pair unveiled in 2012 to honor Grohl. Grammy-winning dobro player Jerry Douglas is from Warren, as is NFL Hall of Fame receiver Paul Warfield. The W.D. Packard Music Hall, funded by a Packard family bequest, is a longstanding concert and event venue. The city's slate of year-round festivals earned it the nickname "Festival City."

What makes Warren distinct. Dave Grohl declined to attend the drumsticks unveiling but took out a full-page ad in the local paper thanking the town, posing in a shirt reading "Made in Warren." Packard's "firsts" credited to the company include the modern steering wheel and front and rear bumpers. Warren has produced an unusually varied roster of notables, from Fox News founder Roger Ailes to novelist Elizabeth George and NASA astronaut Ronald A. Parise. Though Detroit is the "Motor City," Warren markets itself as one of the true birthplaces of the American automobile.

Warren is the county seat of Trumbull County and a former industrial hub in the Mahoning Valley, home to the Packard Motor Car and Packard Electric legacy.
