History. Norton Township was organized in 1845 by settlers from Mill Point (now Spring Lake) and named for Col. Amos Norton, a Canadian patriot implicated in the Rebellion of 1837. The township was separated from Ottawa County and joined Muskegon County in 1859. The first sawmill, Robinson's Mill, was built in 1847 at the head of Black Lake (now Mona Lake). When the sawmills and box factory closed, residents shifted to fruit growing; boats collected berry crates from lakeside docks for shipment to Chicago. The Hackley Park lakeside resort was established in 1894, named for lumber baron Charles Hackley. Incorporated as the City of Norton Shores in 1968 to protect it from annexation by neighboring cities; 2020 population was 25,030.

Local economy. Manufacturing is the largest employment sector (roughly 2,600 workers, about 23% of local jobs), followed by health care and social assistance and then retail trade. Serves as the main retail and commercial hub for the greater Muskegon area, with big-box corridors such as Lakes Crossing near Harvey Street. Fruit growing was historically a major profitable industry after the mills closed. Muskegon County Airport (MKG), the region's commercial airport, sits along the Norton Shores edge of the Muskegon urban area.
