The Charlestown Economy
- Milling drove the earliest local economy, first on Fourteen Mile Creek from 1804 and then at John Work's tunnel-fed mill from 1814. The defining modern employer was the Indiana Army Ammunition Plant, announced in 1940 and built in 1941 between Charlestown and Jeffersonville, which was described at the time as the world's largest smokeless powder plant and was sited there for the Ohio River water that powder manufacture required. The plant combined three areas across two attached works, producing smokeless powder, rocket propellant and propellant charge bags. Its wartime jobs are what turned a town of several hundred into a city.
